Sorry but not the case with 1509 run. Top of chassis is painted in early runs.

Something which may be an indicator:The black 274N transmitters have a bare metal upper-chassis. Black paint stops at the line where the cover meets the chassis. I had a BC-457 serial number 138, from this contract (all that's left is the data plate, shame on me, I was a teenage kid, what did I know?). All of the A-model receivers and modulators and some of the B-models were black wrinkle. All transmitters are A-suffix so vintage is indicated by finish. Black, early and bare late. If you look at the Order Number, it is NY-41, and mid 4-digit. That means last half of calendar 1940. Which agrees with the finish. It looks to me like Armoral or equivalent, not WD-40. I use the latter frequently as a cleaner, and it never looks that shiny. Even new paint wouldn't be that shiny.
