[Boatanchors] carbon comp resistors failure mode?

Thanks Mac. As a matter of fact, there is ONE and only one filter cap in
this bias supply. And as soon as I locate it, I will replace it just for
good measure. It is a 47uF 200V filter cap. Because even though this Zener
is bad, it doesn't fully explain the behavior. A bad cap as you point out,
could better explain it. I wonder if both are bad.

I'd hazard a guess that a "leaky" filter capacitor
in the bias power supply circuitry could do that.
The increased AC ripple that results will cause
an overall reduction in the effective DC output.
