[Boatanchors] 1N3033B substitute?

Check here for specs of the 1N3033B (and other) Zeners.

I looked for data sheet for 1N473* and found that is a
4.3V - 5.4V zener.  That is hardly a replacement.
 
If your Zener is supposed to give you 36V and only is
giving you 26, you obviously have a problem.  What is
the unregulated voltage being applied to the dropping
resistor feeding the Zener?
