Just because an individual considers a Federal Law or Regulation ..."silly"... , 
does not give them the right to violate it. You are asking a person to lie
on a Federal Document. This, or asking foreign sellers to lie on Customs
Declarations, or to do it oneself, is wrong and a violation of Federal Statute.

We are a Country of Laws, if you don't like the Law, petition your Congressman.
