True, CA doesn't require a customs declaration yet, but I've heard, 
well, at least
anecdotally, that some shippers have had media rate packages opened and 
either
sent back to the sender for the correct postage, if the contents did not 
qualify for
media rate, or sent on to the addressee, for the same funds collection.

In many cases, the suspect packages apparently have contained items which
would not remotely be considered media content, but still, the prospect 
of the
package being inspected is always there.  Whether or not old magazines with
stale advertisements meet the intent of the current USPS policy on 
advertising
content is quite debatable, but understand, there is always a change a media
rate package may be inspected by the USPS.
