Thanks for posting the URL it's beautiful.  As a retired Quality 
Assurance Specialist who worked for the Defense Contracts Management 
Agency I can assure you that the lowest bidder was not likely to get a 
contract at all.
We conducted a rigorous pre-contract inspection to make sure that the 
bidder had the proper facilities and most important the proper quality 
control capabilities to ensure compliance with- every- standard 
especially when the contract covered man rated air and spacecraft and 
Navy Nuclear.  We also had in-plant inspectors at every facility to make 
damn sure the contract requirements were followed to the letter.  We did 
-not- mess around as several culprits found out ending up in prison for 
Fraud, Waste, and Abuse.  Felony charges not misdemeanors.
We did everything in our power to ensure our military and NASA got the 
best available.  Congress on the other hand cut NASA's budget so much 
that we ended up with the inferior design that gave us two catastrophic 
failures in the Shuttle fleet.  I realize that you were joking around 
about the low bidders and I do have a sense of humor, just thought I'd 
put my $.02 worth in.
