Dear Sir/Madam:

The purpose of this letter is to ask for clarification of the USPS 
policy on what can be sent via /Media Mail./

I,as a lot of my Amateur Radio friends across the country send radio 
publications ("Ham Radio magazines") to each other.

I have received conflicting reports as to  what can or can not be sent 
via Media Mail; some local Postmasters say that if the item contains 
advertising, it can not be sent using Media Mail and others say that it can.

The publications in question are sometimes 50+ years old and the 
advertisers are long since out of business.

Also,I would like to know if the USPS enforcement policy on this matter 
is up to the local Postmaster's discretion?
