[FedCom] 165.950 & PL's

Typically when programming a two-way radio for federal
use, a CTCSS tone (PL) is usually on the input due to
agency use nationwide or similar that might cause
interference, therefore limiting interference. As with
the agencies who typically use the same output,
sometimes the PL for the repeater output is left
Carrier Squelch, so as to recieve any encrypted
signals as well. DES and all other encryption kinda
splits the PL in half, and a radio programed to
recieve PL will not allow the encrypted signal to be
recieved in some instances. Some federal agencies
repeaters transmit CTCSS, but if you could see the
program card for the mobiles in that system, you would
see they usually recieve carrier squelch. In essence,
it kinda depends on agency requirements and the
technician doing the programing. I know from
experience. Thats why if your scanner will program a
CTCSS you only hear a short squelch tail whenever
encryption is being used. If your scanner doesn't have
a CTCSS option, you hear all that white noise
(squelch). The Uniden scanners CTCSS function works
great,as good as an issued Motorola. I use mine hear
as the local PD's have DVP. And also on the FBI / IRS
/ USPO / DEA systems. However, IRS and USMS repeaters
on VHF typically transmit carrier squelch. Hope this
