[FedCom] FBI 173.1 mHz

For quite a while, during my years in the Houston, TX area, I heard a
fair amount of FBI activity both clear and encrypted on 173.1 mHz. I
can't recall what they called that channel, if anything. But recently, I
have heard the same frequency start getting active in the Portland, OR
area. All the traffic I have heard on it has been in the clear, with a
167.9 pl tone, and they are referring to it as "C-4". The traffic I have
heard certainly sounds like it's the FBI, but I know I have heard this
frequency active in other areas of the country with other agencies.
Anyone else catch the FBI or someone else on 173.1?
