I think the low-band freq was designed for compatibility with crystal
controlled CB radios. Correct me if I am wrong but I am pretty sure
about that. I recently monitored a lengthy search for a downed AC in
Central Florida and they, CAP, were using 123.1 for air/ground.
However, I monitored a search here in the Mid-South area and they were
using the repeater output freq simplex for air/ground.
