[FedCom] FEMA - PL Tone (?)

According to Kelty's guide for California, very few FEMA transmitters
have tones indicated, other than the Mt Tamalpais 143.00 MHz repeater
with a 118.8 PL out; and a couple repeaters belonging to the "Federal
Emergency Administrative Radio System," (whatever THAT is):  two in the
Los Angeles area and one in SanFrancisco using 170.200 MHz with a
156.7hz PL.   This is from a year 2000 list though... dont know if
anything's changed.
