This is just the "police package" version of the Crown-Vic. Many local and 
state police departments order this model for their marked units, as well as 
unmarked. In fact, there is quite a market for "surplused" police cruisers, 
including the Chevy Camaro and Caprice (now replaced by the Impala, I 
believe). I recently purchased a 4-year old Crown-Vic for half the blue-book 
value at a local dealer. Typically, these vehicles have been well maintained, 
have great power and handling, and although they have high mileage when 
surplused, usually continue to provide reliable transportation for several 
more years.
