  414.3 is a Justice freq, with a 167.9 PL I would think it was an FBI link 
of some type. In Orange Co/Riverside CA you can hear all the bank robbery 
detail traffic from 167.3125 R on 419.475 (Orange end) and 412.650 (downtown 
LA end). Ruff
