OK- I kind of have an idea now what's going on. The feds that use 167.(you 
know who) are converting everything to a new VHF encrypted, almost certainly 
trunked system.(data channel 164.8625) Most of their channel assignments are 
going up or down 12.5. 167.3875 repeater is now 167.375. 170.825 now 
170.8375. 167.5375 now 167.550.173.175 now 173.1625.etc,etc. They have 
boosted the power, probably double, and I'm guessing the new encryption has 
to be perfectly synchronized to work, thus necessatating at least 5 outputs 
per input. All 167. channels in .25 steps are being used, and most 171. in 
12.5 are too. So far the only channels I've found that do not sound repeated 
(either they are inputs or direct) are 173.1625 (replacing 173.175?) and 
170.7375. 165.925 now looks like the input to 167.7125, but not 167.6875, 
which were the 2 previous outputs to 164.250. Since I haven't found inputs 
I'm thinking they went up or down too..like 164.2625 and 164.3625. 
Everything is constantly changing, 167.225 and 167.600 seem to key up always 
at the same time, .600 close, .225 farther out. Sometimes a unit will key 
and open 6 channels, other times just 2, and some channels seem to have only 
one output (like 167.550, which is why I think it's replacing 167.5375). Any 
help charting this incredibly complex system appreciated. Ruff
