[FedCom] Help ID freq

Several weeks ago I came across a new repeater here in Western Pa. The
frequency is 167.975 PL 146.2 The day that I came across it the comms
were in the clear and the typical law enforcement stuff. After about 45
minutes the person that was obviously in charge stated that agent
Brown's (not the real name) radio was repaired all units switch over and
take a roll call. Well they went encrypted and I have heard nothing in
the clear since. There is a CW Id and I can say this system is used
heavily. Any idea what agency this maybe ? The PL is really throwing me
off.
