Receive only are body tap freqs, and the color designator would make sense. 
For San Diego, 164.4625, 166.8625, 164.8625, and 166.6625 were in the 
radios, but with everyone going to digital 12.5 splits, everything is 
changing. 164.8625 is now the primary control channel for the Justice VHF 
trunked system, which has at least 30 outputs I've found. So that ones out 
for here. 166.8625 is a digital repeater output.
166.6625 WAS the channel used previously, now I'm not sure. 164.4625 is 12.5 
up from an input so it's probably an output. 163.225 was reported in use by 
another party elsewhere in the US so I would say it's valid in more than one 
place. The 164.100 input at the POE here has a 162.3 output, and a 162.6625 
output in Long Beach. Other new channels reported in use are 165.750, 
165.7625, and a portable split freq of 165.770. These came from a pretty 
reliable source, and I know .7625 is used along the Canadian Border. Here, 
I've got OTAR on 170.0625, a strong repeater output, and since none of the 
other new freqs or agencies are using OTAR I would hazard a guess that this 
is a new Customs freq too. 173.8875 is ATF CH.10 and is used sometimes here 
on car to car surveillance. Otherwise, the rest are the new body tap list, 
each area using whatever one is not interfered with by another agency or 
Mexico (or Canada).  Ruff
