[FedCom] Covert Surveillance Teams?

Has anyone else heard the unconfirmed rumor about the so called "Alpha
Sierra" (aka airport surveillance) teams that are currently covertly
patrolling "selected"  civilian & military airports external perimeter as
well as aircraft approach/takeoff zones???  Rumor is that it's a combination
of federal, military, state/local law enforcement officials that have quite
a bit of fire power in the surveillance vehicles. Also rumored is that some
teams actually pose as aviation watching/photographers/scanner buffs.

Another unconfirmed rumor is that the teams are primarily using cellular
phones rather than radios but tactical radios are available in surveillance
vehicles
to coordinate responses by
the "on scene" team as well as other law enforcement/military organizations.
