173.05 has been used for years by FCC Enforcement Bureau field agents in 
Philadelphia, but it's been awhile since i've heard them (they're probably 
using Nextel now.)  hearing them triangulate and raid pirate radio 
broadcast stations was always good radio entertainment  ;-)
