[FedCom] Border Patrol Using Nextels NY

Their new digital system is not completely in place yet. As a matter of
fact, few areas (San Diego, Salt Lake City and Puerto Rico/USVI) have the
system operational. Here in South Florida their comms system is horrible.
Nextel is the next best thing (until the system is fully functional).
