I don't think any federal agency will ever be able to create a
communications infrastructure comparable to Nextel. Further, the
systems they are putting in place can't handle large volumes of
traffic. Most wide area federal systems, at best, offer mobile radio
coverage. Hand-helds? Forget it. The most comprehensive system in
place now appears to be US Customs and it has been around forever. At
least since the 60's. The digital systems that virtually all the
federal agencies are installing are simply based on existing
infrastructure. There are no added frequencies, yet, so the only
difference is the modulation scheme.
It cost 25 million dollars just to get hand-held coverage across the
City of Memphis, TN with an 800 MHz trunked system. There isn't enough
money in Saudi Arabia to give the feds that kind of system that covers
the entire US.
The State of Florida tried it but went bust. They had to sell their
infrastructure to a private firm who is leasing the tower space to
NEXTEL!!!!!!!
