As anyone who's been monitoring these freqs for awhile knows, you can 
literally sit on a frequency for years & never hear anything, until one day...

The allocations don't change all that much, in my experience. A channel's use 
may change, but I don't expect many agencies willingly give up a channel 
simply because they aren't (currently) using it.
