[FedCom] 164.400, any guesses

Spotted the other day on I95(NB) near Portsmouth,NH: Rather new Chevy(Corsica?)
doing about 80 mph, w/ VHF spring loaded quaterwave on the rear deck. My
ever-pressent frequency counter displayed 164.400 MHz w/ a moderately strong
carrier for a brief second( I have my Startek modded so as to beep whenever it
gets a signal hit).  Quickly keyed 164.400 into the scanner but didnt get
anything. I vaguely recall this as a repeater input for either FBI or SS. Any
guesses?
