[FedCom] Wash D.C. & Quantico area freq hits

Hi all,

While heading north on Amtrak Train 92 Wednesday (1/30/02), I heard traffic on
the following frequencies along the Quantico to D.C. stretch of the trip.

I was only searching 163.2375-173.2375 through  to see what I could hear.  I
was primarily scanning the RR freqs for my trip. Here's what I got in my brief
search:

164.3250 - clear voice
164.6500 - encrypted
164.8625 - clear voice
164.8875 - encrypted
165.5375 - clear voice
166.7250 - clear voice
166.9250 - clear voice, very active, security ops?
167.4375 - encrypted
167.8500 - encrypted/clear voice
167.9750 - encrypted
168.3500 - clear voice
169.2250 - clear voice, security ops?
170.2750 - clear voice

Anybody know their uses in the area?
