164.4 should be input to SS BAKER repeater on 165.7875.
164.550 is Nationwide FBI OCDETF (in the D-group- d4? I'm at work- I don't 
have my list). Also found another new, very strong repeater (encrypted) last 
night on 171.5375. This is right next to the input to the very busy 
encrypted repeater on 172.4 (171.5125). Kidnapping investigation on 170.825 
simplex/coded. FBI San Diego in progress of re-organizing system, probably 
using all these new digital repeaters coming up. 173.975 strong and busy 
also. Don't have good enough antenna to find inputs, although 166.6375 is 
one, 168.925 may be one.
Also, with the SENECA, they have data or control channels now for Justice 
Dept channels on 164.825, 164.8625, and 163.3875 (that one is definitely a
