I've seen 164.550 on a Coast Guard list, along with 165.5625, that seems to 
be an East coast thing, never heard anyone but FBI on those out 
west...164.550 (input 168.8625) is a Nationwide FBI channel in the D group- 
I don't have my list at work, but I THINK (and I'm sure I'll be corrected if 
I guess wrong) it's D2 repeat/D1 direct. It's used alot by the FBI in 
southern California. Coast Guard interdiction-type traffic is usually on 
162.125 (TAC-1), coded, or rarely, TAC-2 162.325.
Marine channel for San Diego Primary is 157.150, Helo to maintenance on 
165.2625, phone patches (alot) on 163.175 R (162.050 in). Ruff
