[FedCom] 164.400, any guesses

In the late eighties and early nineties this was confirmed to be used by
Otis CG ops for search and rescue missions.  For the longest time I had it
in my scanner and never heard a peep.  Recently, lists seem to indicate that
this is an FBI frequency.  With all of the realignment of frequencies in
that band, quite possible that this is no longer USCG.
