There are only 2 747'S that are used for Presidential trips. Tail
numbers 28000 and 29000. Their radio callsign without the President on
board is SAM 28000 or SAM 29000, i.e. SAM plus the tail number. On
overseas trips the "Backup" aircraft is very visible. It carries a lot
of staffers that don't normally go on domestic trips. On domestic trips
the "Backup" is nearby for all departures. This could be overhead or on
the ground at a nearby military base. On domestic trips there will only
be crew on board (normally).
