  In San Diego, The local office is still always in the clear on the local 
repeater, 165.6875 (166.2 in). I was therefore very surprised recently when 
I heard a surveillance on the BAKER repeater(164.4 in/165.7875 R) in San 
Diego. That was the first time i'd ever heard a BAKER repeater in San Diego 
in 20 years. All WHCA stuff is coded except initial radio testing. The VP 
stuff is still on TANGO direct coded.
