[FedCom] new encryption

Has anyone else noticed a new-sounding encryption on the ATF channels, kinda 
has a buzz sound at the end? Also, has anyone ever heard the ATF (I mean 
actually heard traffic, not just listed freqs) on anything other than:
166.5375/165.2875 R
166.4625
165.9125
173.8875
168.000  ?
        Also- The IRS UHF freqs have been totally dead around here (418.250, 
418.175) but all of the sudden I'm getting traffic (also with the new 
encryption) on the VHF repeater (167.000/165.950). If I were to guess I'd 
have to say everyone seems to be moving to the SENECA VHF freqs, or using 
their VHF freqs with different encryption.
  Also, just an interesting sidebar, due to all the Mexican interference 
along the border, the Forest Service radio techs are still using "frequency 
interupters" (repeating Los Padres Forest Net traffic) on all the NIFC 
Command and Tac freqs (repeater inputs also).
Tijuana PD also repeats 169.550 (Customs, LAX airport) on their PD freq 
(166.525) which is kinda funny, us messing with their comms for a change!  
Also getting very weird data stream on 419.5125, probably connected to the 
SENECA system. Also- does anyone know the purpose of having 2 different 
inputs to the same repeater(s)? Both SDC-1 and SDC-2 (the new SENECA 
channels) have 2 different inputs and these two and others have 3 to 5 
outputs, the way the FBI does. I know the multiple ouputs are for the 
encryption to stay in synch, but I've never seen 2 different input freqs 
before. ( If ANYONE has ANY connections to persons (Motorola, Border Patrol 
or Justice radio tech) who would have the new SoCal SENECA Justice Dept freq 
plan I'd be VERY grateful!!!!!)
Yes, it's coded and you can't hear them, but I'd be interested in the 
repeater layout and who else uses the system just to know.
