There was (and maybe still is) an 'underground ham club' of sorts in many
parts of the old USSR.  From Ankara, and other places in the Middle East and
at many US embassies in Asia, a lot of CW QRP traffic was heard on 160 and
80M that was clearly NOT government traffic.  The bits that were readable
seemed to indicate it was individuals with homebew sets operating for very
brief periods.  Their 'fist' was their signature.

I would expect that radios would go underground here if any sort of real
restrictions ever started.  After all, just look at the illicit traffic in
Saccaran after the ban a number of years ago.  Would the gov't start the
'War on Radios' ?  It might turn out to be as effective as the 'War on
Drugs'.
