Hi Gary,

This topic is showing up on a number of lists, including 'SWL' and
'sannist'.  It is germane to all of us in all radio venues.

The 'ham-policy' list was originally created by Al Waller in an attempt to
move this type of discussion there.  While there are a lot of list members,
the traffic there is a bit thin.

I ran a post on 'ham-policy' a few days ago about this general topic and
recent fed legislation in an attempt to ripple some brain cells.  Some, but
limited, response.
