Anything out of the ordinary, i.e., zulu-yankee-sierra, etc., is a
tip-off that something is going on.  As far as letting ATC know what is
going on, you call them on the phone before you take off.  Virtually all
of these flights are local.  If not, have your dispatcher call them on
the phone.  The agency comms are generally encrypted.  Just use the N
number assigned to the plane.  Make sure it listed in the FAA database
with a dummy name.  No problem.  The same way they do it with car tags. 
This is a no-brainer.  Of course, look who we are dealing with here.
