It is quite possibly a "disguise" VHF antenna. I know, why use a disguise
antenna on a marked car? It happens a lot. Since the majority of Customs
vehicles are unmarked, they probably have more unmarked "radio packages".
This includes the Motorola W3 car radio (the car radio that has all the
controls on the handset). If you see that Customs car again, try to get a
peek at the radio. I'll bet it is the W3.
