Virtually all the antennas used on USG vehicles as "disguise antennas"
look like cellular telephone antennas.  They are primarily used for VHF
freqs and will work with a cellular phone. The industry standard and
choice of virtually every government agency is Sti-Co Industries.  Check
their web page and you will see what everyone is using.
