[FedCom] FBI changing in 12.5 splits

Regards the letter I read (and accidentally deleted) about the FBI switching 
freqs. That's what I thought at first too. But the encryption is newer and 
different sounding (SENECA I believe), AND all the regular FBI channels are 
being used normally. No, I think this is the new multi-agency 100% coded 
"Homeland (is that like the fatherland?) Security" (you know-like the SD; 
Sicherheitsdienst-Secret Police?). This SD-type group is using about 90% of 
the 167 freqs in .25 steps (with a few 12.5's not used locally by the 
Bureau)starting from 167.2125,.225,.2375- then all .25's from 
167.375-167.725,and 167.7875. The main repeaters are split into around 3-4 
groups,also using many 171 12.5 splits, 166.9125, and some others. When 
finally pieced together it looks something like this:

   So that's the way it's beginning to look, my thanks to the techs on 
168.350 for their invaluable assistance, and the BP techs on 170.675.
   I don't know if this is just Southern California, or if this will be a 
nationwide plan- you might check these out (put 'em all in a bank and see 
what shows up!)- if you heard 100% encryption that sounds different from any 
you've heard before, you've probably found them. Controllers on 
164.8625,162.700,162.725,163.3625,.3875.
    I also find it interesting that this started BEFORE "9/11"...
