Please excuse my ignorance, but what is a TACAMO?

As far as rotting buildings on government propery...that seems to be a common
thing. The Naval Shipyard in Philly (much of it now accessible to the public)
is full of entire neighborhoods that sit dormant...nobody lives there anymore.
It was spooky driving through a deserted housing complex with street signs,
swing sets, homes, etc and weeds growing several feet high out of cracks in the
street. All of this and the large off-base neighborhoods (also abandoned)
would have been great things to give to Philadelphia for decent low income
housing or just housing in general.

PA state government also has plots of land loaded with empty buildings.
Norristown State Hospital (open campus) has a number of creepy, deserted
buildings on site...they'd make good b/w photos.

The excuse given by PA is that a lot of the old state hospital buildings across
the state are loaded with asbestos and would be cost prohibitive to remove. I
don't know what excuse the feds have.
