[FedCom] 163.375 in the Bay area?

Hi,

Does anybody know whose repeater I'm hearing on 163.375MHz PL 192.8Hz?

I've heard them from Oakland with just the stock duck antenna on my PRO-92,
although usually pretty faint (unfortunatley I've got no outside antennas
up right now). Also from Fremont at the top of Ohlone College where I was
getting a near perfect signal, but as I went down the hill the signal 
quickly faded to about the quality of what I usually get in Oakland.

Can anyone identify this user? Also any recomendations of interesting
fedcomms in the Bay area I can tune in to? I just moved here from 
Sacramento where I could never find much interesting traffic on VHF 
federal bands except for McClellan AFB.
