[FedCom] 418.300 in Philly

I just confirmed that USPS uses 418.300 in the Philly area.  I plugged the freq
in and am hearing USPS officers around the perimeter of the main sorting 
facility on 30th Street in Philly (across the street from Amtrak's 30th Street
Station, straddling the Amtrak Northeast Corridor).  They are using a PL of
114.8.
