[FedCom] Just Confused.

Please understand that I am not trying to criticize anyone, that's not my style.
 I receive all FedCom postings, as do many of you. I read about FBI, ATF, and
etc. frequencies that are discovered.  Yet, these entities are either using
SENECA encrypted or analog, digitally encrypted radios.  So, I sit back and
try to logically understand why anyone would hunt for frequencies that are coded?
 Whether I'm using my receiver or scanner, I personally like to hear comms,
not a whishing sound.  I know I'm missing something because we have many talented
people who contribute regularly to this site.  I have to believe I'm missing
something.  Just confused.
