I think there are a few reasons people search, locate & post the frequencies that are Digital &/or encrypted. This hold true for Federal, state & local governments.

1) The quest, like said before.

2) to Find what what "Not" to listen to. When doing a search, if you find a frequency operating digital, you can say, "there's that @#$%& Agency again & move on.

3) Wait for failures of the system, prompting traffic "In the Clear".

4) In Non-Encrypted cases, when the Digital scanner(s) come out, you'll be ready. (probably doesn't apply to federal stuff).
