[FedCom] What can we actually monitor?

The FBI field agents are always scrambled in the SF Bay area, except when
training. Often FBI dispatch (or whatever you would call the office) is in
the clear, so you get half a conversation.

USSS in the past has done protection of candidates in the clear.

To my knowledge, the federal freqs are no longer officially published (i.e.
IRAC), so whatever you see published come from sleuthing new freqs or the
feds staying on their old freqs.
