Don't take everything published as gospel. If one or more DVP units has a decoding problem and alternate comms are not available, then
it is possible that the comms will be in the clear. I monitored a FBI surveillance a couple of years involving an aircraft and ground units following a suspect vehicle across the state. One of the mobile units could not go DVP. All the comms were in the clear. It doesn't
hurt to have them programed into a scanner. You never know.
