When WHCA sets up a trip site, even where there is USSS coverage
already, all the WHCA and USSS radios are voting simplex sites. They
don't use repeaters. They don't want to chance a repeater getting stuck
open by someone's radio. Also they don't want people at another site to
tie up the repeater when the Primary isn't there.
