Generally speaking, radios need to be TSO's for aircraft. Wulfsburg seems to
be the main player in that area offering even a dual band radio. I don't
believe they've ever offered a secure radio though. There were rumors at one
time that Moto was working on a similar version in ASTRO SPECTRA, which
would be  a dual radio configuration. BTW, DVP is really ancient
technonlogy. There may be a few law local law enforcement agencies that
still have radios that old, but I doubt it.
