Northern Airborne Technology is the biggest competitor of Wulfsburg. They 
offer control of ASTRO Spectra and MCS2000 radios via their control head. 
Basically it plugs in place of the control cable that usually goes to the 
head.   Both Wulfsberg and NAT use a "smart" head and control multiple 
radios. The version I've played with handles 4 radios. I don't believe 
radios not used in operation of the aircraft have to be TSO'd but I'm not 
at expert. I know DEA has ASTRO Spectras mounted in the rear observation 
position area and the FBI usually has a Saber convert-a-com. I've noticed a 
lot of clear coms from the air as well in the Dallas Tx area. I do know 
however with the intense surveillance FBI is doing of the terrorist 
suspects in the area they are operating coded while airborne.
