Just for the record, Steve - I hear OTAR data bursts on DEA frequencies, and
have (rarely) heard the US Secret Service doing some OTAR during a big event
with a lot of radios running around (i.e., political conventions). But Customs
does do a LOT of OTAR and quite often it fails, with a trip to the radio shop
needed...
