My thanks to Chris Parris, Blaine Brooks, and Jeff Multer for responding.
I do listen to 165.2375 and hear comms nearly every day, in fact just heard 
what may be OTAR on that freq a few moments before typing this.  I heard a 
sweeping sort of digital sound that I have always thought was ANDVT comms.  
It is usually 8 distinct sweeping white-noise type sounds.  Is this OTAR?
