It has to to with programming. The ASN has a parameter that, when
enabled, mutes the OTAR handshaking. And the statement "the units
of the particular agency that uses this never hears this crap on their
radios" is not exactly correct. You can hear the handshaking on their
units, but the audio is so muted, that you need full volume to hear it
going on. And to answer your question "Why do we?", OTAR is transmitted
