[FedCom] FBI expands by leaps & bounds

Just in the past few days, I've found all these new repeaters, some have the 
same input (173.450, 167.525) and some it's hard to tell.
here's whats been keying up:
167.2125
167.2375 (strong)
167.375 (very strong)
167.400 (weak)
167.425 (weak)
167.525 (extremely strong)
167.725 (moderate)
166.9125 (weak)
171.175 (moderate-strong)
171.5125 I 172.400 R (weak)
171.5375 (strong)
171.6125 (moderate)
171.6375 (weak)
171.7875 (very weak)

  These all sound like repeater outs with the one exception, all with the 
different/new sounding SENECA encryption.
