     The FEMA inputs use 2 duplicate groups. In the USAR radios the A-group 
freqs (like A1) use 71.9. B-group uses 167.9, which seems to be the new 
common PL for clear comms. PL's are on the inputs.
164.8625 is unusable in San Diego, as it is the control channel (alternating 
with 162.725 and 164.825) for the massive Justice encrypted SENECA system.) 
I HAVE heard weak, coded traffic, from the LA area, on 165.6625 simplex. 
Makes me wonder why a supposed "disaster relief" agency, led by an ex-army 
General, needs to encrypt comms.
I also wonder why the Groom Lake Flight test center (AREA 51) uses FEMA 
freqs (408.400/418.050 RPT) encrypted, for perimeter security.
  I wasn't aware Wackenhut (a massive security organization, led by 
ex-CIA/Intelligence-types) was a part of FEMA.
